Beneficial electrification is the use of highly efficient electrical equipment to replace direct fossil fuel use or very low efficiency electric equipment – a key strategy to decarbonize buildings. To encourage the early electrification of building heating systems, RCNY 103-14 of Local Law 97 allows credit to be taken for electricity consumed by qualifying heat pump systems that demonstrate lower annual building emissions. The Beneficial Electrification credit is expected to reduce the burden on the grid by enabling incremental electrification of the built environment.
This course explains the specific requirements to satisfy the Beneficial Electrification credit. The presentation describes the efficiency requirements, methods to determine electric consumption of the equipment, and how the credit applies based on the year of installation.
Graphic examples of heat pump system applications and the impact on building emissions will be shown, with emphasis on the required documentation to support the submission to the New York City Department of Buildings.
Speaker: Jean Kim
Jean Kim serves as the Deputy Director of Building Energy and Emissions Audits at the NYC Department of Buildings. As a core member of the NYC Local Law 97 implementation team in the Department, Jean is fully involved in developing the operational procedures, platforms, and instruments to administer Local Law 97 and to streamline the existing sustainability laws. Bringing her prior experience in implementing the NYC Energy Conservation Code across three code versions – 2014, 2016 and 2020 NYC ECC, Jean will lead the team of building energy & emissions auditors tasked with enforcing Local Law 97 and related laws. Prior to joining the Department, Jean held executive positions in the private sector, such as Senior Principal at architectural firms in NYC and abroad. Her achievements include founding and managing an award-winning architectural firm in NYC and overseeing large-scale internationally-collaborated architectural projects. Jean is a Registered Architect, LEED AP BD+C, Certified Energy Manager, and Certified Passive House Designer. Jean earned her master’s degree in design and environmental analysis from Cornell University.
Speaker: Emily Hoffman
Emily Hoffman is the Director of the Office of Building Energy and Emissions Performance (OBEEP) at NYC DOB, overseeing the implementation for Local Law 97 and other Sustainability Laws. Prior to OBEEP, she spent nearly 10 years leading the department’s Energy Code team. Ms. Hoffman was heavily involved in local and national energy code development – leading the development of the NYCECC, serving as Vice Chair of the 2024 IECC and participating in the development of ASHRAE 90.1, 229P and NYSERDA Stretch Code. Ms. Hoffman was awarded the Energy Professional Development of the Year award in 2019 and 2020 from the Association of Energy Engineers and named an NYC Climate Hero in 2020.
